Dead PSU?

My secondary system suddenly stopped working...won't turn on, period. I pulled the PSU from the box and plugged it in...nothing. Although, should the PSU's fan spin when powered on but not hooked up to anything? It's a quality unit from PC Power & Cooling that's about 10 years old, though mostly unused for the last five.
 
Did you disconnect everything and jump the green and black wire on the motherboard connector?
 
If you are jumping the 24 pin to power the unit on, I would think the fan should turn on. Not sure they had the eco mode on psu's that old.

You could always plug up a CD/DVD drive or fan to see if they turn on when you jump the 24pin.
