Dead PSU or Vid card?

When I boot it up it sounds like it's posting fine, the CPU fan is spinning up as is the HD.
But the fan on the power supply isn't spinning at all. There's only one fan facing downwards and no fan facing out so that in itself seems weird.

The really strange thing is that the video card will not work. I'm wondering if it's possible that because the PSU seems faulty it's not sending enough power to the video card. He said he tested the vid card on another computer so it works and this is the only thing I can think of.

Any ideas?
 
Plenty of psu's have fans that shut off when not needed. Use a multimeter, another psu to test. You haven't said what model it is, but that scenario seems highly unlikely.. that the psu would "partly" crap out.
 
Tried another PSU but that didn't make any difference. Maybe it is the video card.
