Dead or Stuck pixel?

I've read lots of threads on this but am still unsure about this particular pixel.

It's on a Dell 2407

On black and dark colours it's fine, but on white, or light colours, such as light blue, light green, light grey etc it's a bright green/blue colour.

I've tried to massage it, massage it whilst turning on, and have run a dead pixel excersizer overnight, but its still the same :(

Any ideas what it actually is? Dead, lazy or stuck? Anyway to fix it?

It's in the middle lower right area of the screen.
 
Yes it's very unusual... what if this an S-IPS panel after all?

It just doesn't make sense to me!
