Dead motherboard?

For some reason my USB and PS/2 ports on my computer are not working. There was a recent power outage in my area. At first my mouse and keyboard (connected through USB) randomly powered off and had to be unplugged and replugged to work again. But then they stopped working completely and got no power.

I attempted to connect them via PS/2 but they still did not work. I then attempted to reset the BIOS, but I can't get past the first screen ("Press F1 to continue") because the keyboard isn't detected. I also tried another PSU, but same thing. This is my system:

650i Ultra
Q6600
3GB 667 RAM
8800GTS 320MB

Is my motherboard dead?
