I have a 200GB WD2000JB-00GVA0 that will not spin at all when I power on the computer. The hard drive is about a year old, but hasn't been used at all. I'm wondering if there is anything I can do to try and get it to power up or if I should just go ahead and RMA it.

Tried plugging it into another connector? If it doesn't spin up then, RMA it.

Seems odd that it won't even spin up. You sure its plugged in :D !? Only time I've seen that problem involved splitter that wasn't plugged in to the business end of a psu lead. Usually when a drive cashes out it will at least rotate, even if its not detected by the controller. I'd try it in another machine (or different molex in the same machine) and RMA if it did the same thing.

Not entirely true. All it would take is a failed component on the circuit board or a seized spindle motor. The former happens often in that model family of WD. The latter also happens, but less frequently. Either way, RMA is the answer - unless you really need something off the drive, then you have to look into invasive data recovery.

If you have to get data off of it before sending it in for RMA, try this.

Put it in the computer, with the IDE cable attached, and turn on the computer.

Unplug the power cable from the drive, and plug it back in.

If it doesn't spin up, try repeating that sequence a couple of times.

Sometimes hitting it with the spin-up current a couple of times will knock the spindle loose.

This will ONLY work if the issue is a stuck spindle.

There are more aggressive ways, but it involves the heavy end of a large screwdriver and I won't get into it here :)

That's a great idea, right up until it TEARS the platters from the grasp the read/write heads have and drags them across the platter, physically crashing the drive and filling the particle filter with what used to be his data. That model doesn't have a head parking block and it's possible that he has a case of stiction. Fact is, you cant best determine the fix without opening the case, thus voiding the warranty...unless you send it to an authorized data recovery company.
