Dead CPU

My guess would be that your computer wouldn't start at all. Or, are you talking about a cpu that is more or less "dying" rather than "dead?"
 
Dead. I have a new CPU that I've tried in two different motherboards, and nothing happens when booting up other than the heat sink fan spinning.
 
Assuming that all of the other hardware is functioning properly, I would say that is a dead CPU. Other than the fact that your computer will not start up on either motherboard, I don't know of any other way to test if it's dead. Sorry
