Dead cold cathode?

I bought a fan with a cold cathode around it (circular green thing) about 2 or 3 months ago and I come home today and it doesnt work :( The power connection seems to be fine and i wiggled around the wires a bit but it still doesnt work. So is this probably a dead inverter or something?
 
dead bulb most likley. does the fan work?

Pic of it (when it ran fine). The cold cathode part is prettymuch seperate so overall its just a round cold cathode screwed onto a fan. So there shouldnt be any problems from the fan (fan still works)
 
sounds like the cathode is out.. just save time and go buy another.
