Anyone know of a way to restore the partition index of a drive (not the system drive, just a bulk data drive) back to the state prior to an accidental quick format?

I've tried to pull as much off as I can with recovery tools, but I was wondering if this was even possible,

Thanks

Have you tried using the Winternals utility? I don't remember what it's called, I think it's called Winternals Data Recovery. They don't sell it anymore since being bought by Microsoft in like 2005, but I believe you are able to download it (legally of course) on the microsoft or winternals website.
