D3D vsync in forceware 71.89?

Either I'm a moran and I can't find the option anywhere in the drivers, or it simply isn't there. The only vsync option there is is for OpenGL. When you do right click>What is, the description states it's for OGL. What about D3D? Some games don't have vsync as an option (GTA:SA for one) and I need it as the tearing makes the game look like it's running at 30 FPS sometimes. Is there an external app I can use to enable it?
 
Regardless of what it tells you, it should works with D3D also. Does it not?
