Cutting PC speaker wire?

I have two questions related to setting up a new 4.1 (or 5.1) speaker setup:

1. Recommend a good set of speakers for around $200.

2. How do I run the cables? I am planning a setup similar to the following image: (sorry about picture size. MS Paint goodness.

I'd like to mount the speakers up near the ceiling and run the wires through the ceiling to my PC. Do PC Speaker kits come with a way to attach longer cables or am I expected to splice in longer cable lengths? I'd hate to buy a decent speaker set and have to degrade the sound quality by splicing cables.
 
i have never had a problem with wire length, a system for that budget sould definatly have enough cable.
 
AFIAK, only Klipsch lets you make your own speaker wire.

It seems you'd be best suited by the Klipsch ProMedia 4.1. You'll have to make a custom wire, it's not a big deal, it's got a 1/8" stereo minijack at one end and bare 2x speaker wire on the other end.

The Klipsch 5.1 Ultra on the other hand uses bare speaker wire (red/black) on both ends, so you can extend freely
