Mapping software, if it even exists, will be installed with the game, included somewhere on the disc or available from the developer's or publisher's website. In my experience, loading the map is usually as simple as putting it in the game's "Maps" folder and selecting it in-game like you would any other.
I doubt you'll get anything more specific than that without telling us what game it is... By the way, you'd be better off putting this in the PC Gaming forum.
Various games might include something like a map editor. Valve has one called Hammer Editor that is used to make maps for Half Life and Source games. The Civilization games have custom map editors included as part of a normal game install. As far as I know there is no one genpurpose editor that can help you generate maps.
And this would net more useful answers in general gaming, but letting us know what game you're talking about would be very useful.
