I plan on turning my computer desk tower enclosure area into its own case and I had some questions about a few things I wasn't sure about, mostly cooling questions atm though...

Is the motherboard grounded through the hold down screws that secure the motherboard to a computer case and if so is it required/recommended.

As far as fan installation goes, say I have a fan thats rated at 16dba...if I use 2 fans does that mean the sound will be more around 32db or still 16 or would it be closer to something like 18-20db? Please keep in mind im not asking for an opinion about the marketed sound levels of fans, I know its marketing, im asking if multiple fans will...stack? in sound level.

Same question as the previous one though instead of sound, air movement. If a fan is rated at 60CFM, then 2 of them would move 120CFM right? Also, I plan on having a bank of fans in the front and another set in the back to keep an even flow of air. I imagine it wouldn't matter if I used 2 fans that total 1000CFM of air in the front and 10 fans in the back as long as it combines to move a total of 1000CFM of air as well (hypothetical, please dont argue about doing the ignorance of doing that or hitting those numbers).

Any answers or tips would be great appreciated.

no the standoff's are not the ground, the psu would be the ground. but yes you want to use them either screw them into the side of the desk wood or metal, doesn't matter.

as far as the fans go, no 2 16 dBa fans would not equate to 32dBa of sound. it would be slightly louder but it doesn't double the sound output.

as far as the CFM's. yes if you put 2 60CFM fans it it would equate to 120CFM of air. if you put 2 60CFM in the front and 2 in the back it would still be 120CFM since you're just removing the same amount of air you are putting into the case/enclosure. now if you put 2 60cfm in the front and 2 100cfm in the back it depends on how airtight the enclosure is but if theoretically the enclosure was not air tight then you would increase the air movement in the case since the fans will draw in air through gap's in the case/enclosure.

Awesome, thanks for the answers...those were all pretty much what I expected but I know ive heard people talk about air pressure and other odd aspects of fans so I just wanted to make sure....think im gonna throw a pair of 270mm fans in the front to keep in fairly quiet while moving a substantial amount of air heh...
