With my ASUS P5N-e & Q6600, I was not able to boot at 1401FSB but can easily at 1400.
Would this have to do with NOT upping the NB voltages?
I haven't tried that as the rest were failing like upping vcore to 1.4 etc.
Any ideas?

at 1401 it may be changing the ram divider... see if you can lock it into 1:1...

But isn't it bad to OC with it linked?
I was under the impression it was.

Ok, I set it to linked & set the ratio to 1:1. Set vcore to 1.4 & still no luck.

It's a FSB hole where the ram frequency strap changes. On the Asus boards it's a common occurence between 350 and 390 or so. Raise the FSB to 401 and drop the cpu multi to 8 and it should post fine. You'll need more vcore and good cooling for 24/7 stable operation at that frequency.

Since the only thing I haven't tried was dropping the multi, you think that's the real reason it won't work at the following settings?
1401FSB(rated)
vcore at 1.4.
ratio at 1:1.
Mem voltage at 1.92.
