culprit for failed prime 95

Here is my current highest stable overclock

cpu: 260x9 @ 1.475 volts
ddr: 260 2.5-3-3 @ 2.7 volts
htt: 3x
all other voltages stock

Any higher in fsb and prime fails. I have tried lower multipliers and prime still fails at anything over 260. I have tried loosening the ram timings and/or running a memory ratio and it still fails. I have tried increasing all avaible voltages(vcore, agp, ddr, nb, sb, and hypertransport) but it still fails. I've tried setting vlink to 4x instead of 8x. I want to know what is the most likely factor limiting my fsb( system spec's in sig). I figure it could be the cpu or motherboard as the voltages seem fairly stable. If I do get a new motherboard in the short term it must be agp/compatible with my xp120.
 
What is the exact message in Prime 95? a rounding error with something like .4 is usually memory, if its something else i'd say its the CPU
 
it's .5 expected .4 I believe, but I thought I elminated memory as a factor? I tried various timings and ram dividers with no effect.
