CS Server setup (How to?)

I own a copy of HL (old orig version). I have a T1 here at work and I want to setup a CS server for me and my friends to play on in the evenings. At one time, about a year or so ago I had this up and running. Well people moved and I deleted the game files etc.

I want to get a new CS server setup and running ASAP, but I want to setup things right. I believe last time I brought my HL disk in and installed it, ran the 1.5 CS files, then entered my CD key?

Now with Steam out...how do you setup a CS server?

on fileplanet.com there are two files for Windows dedicated servers.

1 - hlds_v1120.exe (420.6MB)
> This is the Win32 Half-Life dedicated server for Valve Software's Steam.

2 - steaminstaller_cs.exe (379.4MB)
> This file includes the full cache of data required to run Half-life v.1.1.2.0 and Counter-Strike v.1.6 in the Steam client.

I would assume I would download #2, but why in the world is the download smaller? Thats really whats confusing me...?
 
it doesn't really matter which version of steam you install since you can just click the other games in the games window and it will download and install them for you as well.
 
once you have steam installed you click on the dedicated server option and it installs/half-ass sets it up for you, then you adjust all of your settings and make it like you want, you may also want to look into adding something like the amx mod as it gives you a little more fine tuning if you want it. I believe there is an FAQ on the steam site.
 
Plenty of people still play 1.5, so you can do that if you want to.

I hate 1.6 personally.
