crt 1v vs .7v

i see an option on my osd for my 19 inch crt that shows that its running video level at .7v. What is the other 1v mode that i see for.
 
Depending on the video card (or other device) connected the vga signal may have a peak voltage of either 0.7V or 1.0V.

Since voltage controls the picture brightness, this setting (esentially) adjusts what voltage level the monitor considers as the brightest. If the monitor is set incorrectly the image will typically be too dim or washed out.

Newer or more expensive monitors will automatically detect the correct setting and don't have this option.
