I went on my daily eBay sweep of Korean IPS monitors today, and found this:

Everything worked like expected and I see the every other bar on the 2730MD and every bar being updated on the Samsung,

He may claim so, but it still isn't overclockable.

Probably because they don't know any better, and it's marketing that does this stuff anyways, not the engineers. Notice how the talk about "embedded graphics card cannot adjust frequency" - this is also false. Intel's HD graphics can and does adjust refresh rates.
