Can you combine a 290x and 390x? or just 2 x 290x?

How much does that change in w10?
 
Yes, but if you combine cards then they run at the lowest frequency and use the amount of RAM the lowest RAM card has.

Despite what people have been saying, Windows 10 doesn't change anything. Direct X 12 supports addressing incompatible cards together, but it has to be written into the app. I don't expect that many games will support this because it means significantly more development time.

No they do not, they can run at independent speeds.
