Creating PDFs - Photoshop clear, Acrobat crappy

I'm having a hard time creating good, clear PDFs in Acrobat. The text comes across in two different shades (straight black, then grey, then black again), and you can often see a block around the text.

In Photoshop, this is not an issue. I'm trying to understand what I'm doing wrong. I've tried with and without OCR. Here are a few examples. Look how clear Photoshop is... you can even see the little dots on the background:

Your zoom is on 199%. That's why it looks crappy.
 
Zoom aside... the scanned image from Acrobat is much shittier/blockier than the scanned image from Photoshop.

All I want to be able to do is use Acrobat to create PDFs from scans. The end result is MUCH better in Photoshop, however. I'm sure it is just a setting, but I don't know what it is, since I'm new to Acrobat.
