Creating FTP sites with multiple users and passwords

In Win2k3 how can one go about creating multiple FTP sites for individual users, all with different user names and passwords isolating users to their home directories?

Do you have to use the built-in apps, or can you use something from a 3rd party? I use Filezilla Server, which is free, and it works great, along with being very easy to configure.

yes filezilla is great, if you decide to use a *nix operating system then may I suggest pure-ftpd its a great, ftp server and does everything you are looking for.

I'd like to just use IIS if possible.

Right. This is easy to do. Creating multiple sites and have each of those sites have different user names and passwords is what I'm not getting to work.
