Creating a custom XP Install - can you predefine desktop settings?

I know that in nLite, when you are customizing an XP install you can do stuff like chage the start menu settings, taskbar settings, desktop settings, and even set stuff like the IE homepage, cache size, disable Outlook Express and IE shortcut creation, the list goes on.

How can you change all these option without nLite? Is it as simple as editing the answer file?
 
If you are using the latest version of sysprep to finalize an image, whatever settings you have configured for the Administrator account are saved and copied to the default user profile so that they are applied to all new users of the system.
 
I believe you can set the display size in the setup file for RIS
