CPU Z voltage?

Is this my core voltage? It's reading 1.056v in CPUZ. I think I have my motherboard CPU voltage set higher than that. Is this why I'm basically stuck at 4.3 GHz? I might have to check again my BIOS set voltage. What do you guys think?

EDIT: My BIOS shows that I have CPU core voltage set at 1.4v. My reading in PC Health in BIOS shows it's 1.428.... very confused here. It's a new B3 revision of the Gigabyte mobo I've had in for 3 weeks or so. My idle temp is about 33C.

You'd think I should be able to run higher than 4.3 yes?

Why is there a major difference in CPUZ and the BIOS reading??

Modern Intel CPUs have dynamic voltage adjustment that will reduce the voltage when the CPU is idle in order to lower power consumption. What you're seeing is perfectly normal.
