CPU-Z reports 2800 MHz, while my BIOS shows 2815.2 MHz. Could something be temporarily downclocking the CPU? I’ve disabled Cool’n’Quiet and Smart Q-Fan because of random crashes.

CPU: AMD Athlon X2 5400+

Those old CPUs drivers only report the calculated speed for a set multiplier at the base clock (usually 100 Hz), but the actual clock frequency can vary by a lot, sometimes over 1 Hz. With a 28x multiplier, even .3 Hz can make a pretty big difference (2800 -> 2808.4).

It seems yours is a bit more, around 0.6Hz fast. The BIOS is showing the actual speed of your processor after factoring in that slight overclock.
