explain to a noob with a Q6600.

currently running with DDR800 crucial and FSB: Dram is 2:3 at 400mhz 4-4-4-12 @2.2 volts

Can I or would I want to change the FSB: Dram, also theres some other memory settings in bios that I leave on auto would i want to manually set those as well?
 
FSB: DRAM is totally dependant on your FSB speed and memory speed.
You can't "change" it without overclocking OR underclocking your FSB or Memory speeds.

At stock the Q6600 is 9x266 which is DDR2-533.
Running the Q6600 at stock, and your memory at DDR2-800, results in 2:3

(533 * 3) / 2 = DDR2-800.

In your specific case, if you were to run 1:1 with a stock Q6600, you'd be underclocking your mem to DDR2-533 or overclocking your Q6600 to 6x400, 7x400, 8x400, or 9x400.
If you want to run all stock speeds, but still have 1:1, you can run at 6x400 = 2.4 GHz and 1:1.
 
is 1:1 faster response time or something? sorry im unaware, just trying to get a grasp on things.
 
If your memory is DDR800 and your FSB is 400, then your should start off by running 1:1 for testing everything to make sure it works Ok at rated frequency, voltage etc. I.e. 400 bus = 800 memory (Double Data Rate - DDR).
