CPU voltage going up and down. Normal?

CPU voltage going up and down. I have my cpu set to 1.65v and I notice on CPU-Z the voltage is going from 1.648 to 1.632 and sometimes to 1.552. Could this be causing a problem when I'm trying to OC? My overclock results haven't been that great compared to the norm. I've been able to run 3:2 ratio, 2.5-3-3-6 timings at 220mhz FSB on my P4C800E-Deluxe P4 3.4ghz and 1gb Corsair DDR400. Right now I'm running 205mhz 1:1 at the same timings. Once I start pushing 225mhz things start to get hairy and once I hit 230mhz I run into all sorts of problems. My power supply is an Antec 550W true control or something like that. I do have the ability of adjusting the +12v +5v +3.3v with a turn of the button. In my bios it doesn't show my +12v being exactly that but a little under.
 
So is the voltage dropping causing for such a crappy OC? Is there a certain degree of fluctuation in volts before the system freezes?
 
Ok, I bumped my vcore up to 1.675 and my FSB to 231mhz. My DDR400 was set to 266mhz with timings of 3-4-4-8. I noticed at idle the CPU-Z showed the voltage going from 1.80->1.664 every few seconds and occasionally (every 5 minutes?) dipping to 1.568v while I was web browsing. I fired up prime95's torture test and watched it go to 1.536v->1.552v until it froze at 1.536v. BIOS was showing my powersupply at 11.916v, 4.972v, 3.232v so I upped it to 11.977v, 4.972v, 3.296v thinking it would provide some more stability. CPU-Z was still showing the same vcore fluctuations and when I fired up prime95 again my computer froze at 1.552v.

Does anyone know if my P4 3.4ghz, PC4800-E Deluxe is freezing up because of this vcore drop? Generally what is the max accepted value? I don't want to perform the droop mod if my vcores are fine.

I checked those above sites and only found people having problems with their droop mod. Can anyone answer my questions?

I guess what I'm looking for is how much fluctuation should there be?
 
I'm thinking about saying F-it and do the mod. What harm could it do? :D I'll probably get the 50K trimmer and set it to 28k. Is that all there is to it, just solder the trimmer and those two wires to the pins?
