cpu usage fluctuates at 8% when system idle

my computer began acting weird recently after failing to overclock at 430fsb (its a e6300). i tuned the fsb back to 420 which i tested was working for 2-3days, task manager shows one of the core is always at around 50% usage at system idle (wasnt happening before). so i thought i should reset everything back to default in the bios and boot up again. now both cores are pulsing between 0 and 8% at fixed interval of around 4seconds, and the available memory is also fluctuating crazy, like few hundred kilobytes of memory being used and then freed up every 2 seconds.......................

have i fried anything during overclocking? what possibly went wrong?:confused:
i checked for virus/spyware using norton 2007 and nothing shows up.

e6300
p5b-e
corsair twin2x2048 pc6400
antec neoHE 550

any help and input appreciated..
 
I think its CCC if you have an ATi card.

It happened to me and i just had to remove CCC and just leave the driver there. A new CLI.exe was coming up every few seconds, then closing itself making the CPU usage spike.
 
Press ctrl-alt-del and bring up Windows Task Manager.

Click on the Processes tab and check the Show processes from all users box

now click on the CPU column and it will sort the processes according to which is using the most CPU. The processes using the most CPU will show up at the top of the list.
 
Hundreds of KBs of RAM is fairly normal...

You might wanna reinstall XP, Overclocking sometime causes problems to your install.
