Cpu throttling problem in vista

Im using a asus g50 laptop and when I throttle the cpu frequency in the power management options it only steps the cpu to 37 and 75%. it has a ticker for any arbitrary percentage but when I look at the cpu in resource monitor the cpu only limits to 37 and 75%.
37% isn't quit enough power and at 75% it over heats. I was wondering if anybody knew how to manage the cpu frequency better in vista.

i assume you have the asus power4gear stuff properly installed and working?
 
If it over heats at 75% then you've got issues other then the power management.
