Should CPU temperatures fluxuate ? I have noticed that my temperatures will fluxuate what seems to be pretty randomly. It'll just jump from 30C to 45C for a second and then jump back down. Not sure if this is really normal or maybe theres processes running in the background causing it but I am not sure.

That sounds normal. Its calibrated sensors at the cores.

Yep normal, most of the time your CPU sits idle at very low clocks with low voltage. If a process requests CPU time the CPU typically jumps clocks and voltage for a moment to process the request and then idles back down. This would give you the CPU temp flux you see. Now, if you are experiencing this while the CPU is under load, then no that is not normal.

Under load it can actually happen too. When Windows throws the threads around.

Yep, its normal.
It is reporting the peak temperature averaged over a moments use.
If it was used for more than a moment the reported temp would be much higher.
Idle is not actually idle, a lot goes on under the hood that doesnt use much CPU.
You still see the CPU being used when you are not doing anything.
