CPU temp and freq

1. If I set my frequency from 133 to 100, would that lower my CPU temperature?

2. What is the CPU safe temperature range?
 
while they have seperate limits on safe temps, a better solution would be to buy a better heatsink/get more airflow in the cases. lowering the frequency would underclock the processor, making it run significantly slower than it would before, and would only marginally lower temps, because the voltage would not change. If this is an emergency measure to just keep them running for now, then it would be 'safe' I suppose, much mofre so than overclocking. As for the temps, my knowledge doesnt go that far back on processors, but if you are hitting 55c+, then its likely getting to be too high.
