4 active cores = 3.7GHz max
3 active cores = 3.8GHz max
2 active cores = 3.9GHz max
1 active core = see above.
Check in the advanced section of the EZ Tune software and you should see that setup as default which is the rated spec. You can use the slider there as well to set all cores to go to 3.9 if you want (any CPU that can't handle that could never have left the factoru).
