CPU locked suddenly?

Today I was at a friend of mine... He complained about some weird multiplier problems with his XP2400+. The thing is, that before, he COULD change the multipliers, but now, all of a sudden he can not!
That wouldn't be so horrible if it wasnt stuck at 16.5x (default is 15x)!!!

Now the CPU can't be run stable even at FSB 133MHz (then it's 2.2ghz).
I asked him when did it start to happen and he told me that when he moved his whole PC from one case to another the problems started.

He tried the CPU at another friend which has NF7SL, there the cpu booted but couldn't really start (I couldn't get a detailed answer from him =]]).

His MBO is abit NF7S, 768mb ddr333+ddr400 in dual channel...

Anyone had similar problems?

I think that he somehow fried the CPU with electrostatic discharge... but that's just MHO.

reset the cmos, also, you might try running the same speed ram, its a long shot, but worth a try
 
we did reset the cmos a few times because the pc couldn't boot at 121mhz fsb, or 110mhz, those two we tried, it works for 100mhz, and 133 and up...

we'll try the ram thing.
