I was running a x2 A64 @ 2.8GHz with an 8800GT overclocked.
After upgrading to a C2D @ 4GHz, I got a 50% boost across the board in my gaming performance.
I was amazed but it makes sense.
I checked to see how slow I had to make the graphics card before performance dropped off with the A64 and it was around 80% of max clocks (edit: I mean 80% of stock clocks not max).
So anything above 80% didnt affect the framerates, the benchmarks proved his.
After fitting the C2D, the graphics card was clocked to 120% of stock, making for a 50% increase on the old 80% figure.
And it does indeed give 50% higher framerates.
Sooo find what happens to your benchmarks when you clock and declock the card.
If clocking your gfx card gives you an approx equivalent % increase in game performance, your CPU is powerful enough.
If declocking say 10% hardly affects your framerates, find the speeds where it has an effect you care about.
The % of these clock speeds to the max clocks you can get overclocked is how much extra performance you can get if you get a better CPU.

One question: Did you notice it while gaming? If I'm averaging 90FPS and then my new shiny C2D averages 50% more (whuzz'at? 135?) I'm not sure how tangible that is (I mean I really don't know thus the question).
Is this enough to have a genuine impact? Yes I know it's subjective, but was it "wow" when gaming (not when you ran the benchmark) or is it more like it's noticeable but not like night and day?

If you get 90fps theres no need to upgrade.
Yes the performance difference is huge, Crysis plays at 1280 res with Ultra High (DX9 tweaked config) smooth as silk.
At 1680 res, its really smooth most of the time with a few slow downs.
You have a choice what to do with the extra power.
You can either
Tweak up AA, Filtering and other quality settings, max a games in game settings and/or play in higher resolution.
If you dont need the extra performance its not going to do much for you
