CPU is running too hot? - P4 2.8C

P4 2.8C northwood, no overclock. My guess is that the HSF isn't seated properly, or AS5 wasn't applied properly. Specs in sig.

IDLE (cpu/case/gpu): 54/38/56

GAMING: 70/39/66
 
there is deifinetly something wrong there i have a 3.0 northwood and it idles @ 27C and loads @ 36C /w XP-90 & 92mm panaflow medium
 
The weird thing is that i havn't had any stability problems, or glitching. I'll re-fit my Zalman hsf later today to see if it makes a diff.
