CPU high temp problem

I bought a 3700 San Diego from someone that had removed the IHS and watercooled it.When trying to fit a stock opteron cooler good contact between the chip and the cooler was not occuring so I used artic silver and reattached the IHS then the stock cooler.When the computer booted the bios health check was reporting a temperature between 60-70 C

I have never dealt with a cpu that had the heat sink removed before what would you recommend as a solution?
Maybe pull the IHS cap again and use an after market cooler like zalman,scythe or artic cooler.Water coooling would be graet but it is not in the budget anytime soon.

Any suggestions would be greatly appreciated!

Just ordered a zalman 9500 when it arrives the cap will come back off.Clean the core and reinstall with some artic silver hopefully that will bring the temps down some.
