Righ now I have my opteron 170 o'ced to 2.65 ghz with 265mhz fsb x 10 multi with a ram/cpu ratio divider at 3/4 which keeps my memory at ~198 mhz which is close enough for my ddr400 memory which is 4x512mb geil ultra by the way. Does the divider make that big of a deal in performance? or is it just that i'm not benefiting from ddr400 memory that can handle 265 fsb or faster memory that runs stock close to that speed, ddr550 which would be a slight underclock of that memory?

Pre-Athlon 64 yes it would have made a difference. The older ones used the Northbridge for memory. Now, the newer chips have an on-die memory controller, so using a divider doesn't give you as much of a performance hit.

You should be fine using a divider.
