CPU Fan won't spin down

I have my cool and quiet in my bios set to Silent. So my CPU is supposed to spin down to silent RPM values once my CPU usage goes down. However after exiting my 3D Games my CPU fan doesn't want to spin down. I've actually waited hours, and it seems to want to keep spinning at a high RPM. It's annoying to hear a small jet engine come from my computer ALL THE TIME!

Of course, this problem can be resolved whenever I restart my computer, but I don't want to have to restart my computer every time I want my CPU fan to be silent again.
 
What are your settings for BIOS fan control?

Does your BIOS offer settings for modifying the fan control?
