is it supposed to point towards the heatsink and push air into it or point away from the heatsink and pull hot air off of it?
 
In testing the blow vs suck theory, (no not that version of the theory), I've found it doesn't matter either way as it does the same job (yeah like the other theory).
 
Generally, it's pointed twords the heat sink, blowing air onto it.

I don't know that it matters much, as I've never actually tried mounting it upside down, but that's how it's usually done.
 
why not test both directions out for urself and know for urself and see which is indeed the better direction?
 
but its not a big difference each way?

for now i'm running stock and its pointed away from the hs, as long as its not bad or anything i'll probably leave it as is for a while until i start overclocking. i just wanted to make sure
