CPU Fan spinning faster than normal?

I have a stock e6400 fan and it has always been running at 100% @ 1600 RPM. Until yesterday I noticed that my fans are louder than normal so I checked my SpeedFan and it's clocking my CPU fan at 1900 RPM. I've always been using SpeedFan and it has caused me no problems and I always leave my CPU speed at 100%.

I always thought 1600 RPM was the max since it has been 100% the entire time and now I have to set it at 85% just to drop it back down to 1600 RPM so it won't be as loud. What is the cause for the 1600 to 1900 RPM jump when it has always been running at 100%?
 
Check the voltage and never count on one program. Speed fan isn't not allowed on my rig's. I've caught it lying like women.
