CPU Fan Speed. Is this normal?

According to nvidia ntune, my CPU is at 50 celcius (this is at idle) and the fan is spinning at 1180 RPM. Is this a normal speed? Should it be going faster than this? And if it was lower than this, how bad is that?

I was trying to play City of Villains and I checked my CPU fan speed and it was at 950 or something and the game was most definitely not running smoothly at all.

I've got an EVGA 122-CK with the E6750 and 2 XFX Geforce 7800s with 2 gigs of ram. CoV should not giving me problems. I was getting artifacts at one point. The game will start up quickly, once I'm in, every 5-7 seconds it hiccups or hitches and it feels like I'm lagging.
 
What mobo do you have and is your CPU fan-speed controlled by the mobo perhaps? If so disable any speed control and set it to 100%.
 
yeah your CPU is idling a little hot but artifacts point to GPU problems.

Looks to me like the whole system is gasping for air. Whats your case, and how many/what kind of fans do you have on it? so long as the answer is a case with an intake and an exaust, and that intake and exaust are filled, your cpu should be idling 45C max. --which is another thing, whats your ambient?
