CPU Failure?

Two simple questions...

1) If I have a CPU that has gone bad (not burned) in a working mobo, could that cause the power switch to not turn the power off once it has been powered on? (The switch works to turn it on).

2) If I have a bad CPU in a working mobo, should I get a post? Like a beep or something? Or should I expect to get nothing?

Mobo: Asus P4S800
CPU: P4 3.0E
 
Well you need video, memory and CPU to post successfully, so if one of those things is bad you can get either beeps or nothing, I would try shorting the pins where the power switch go to see if it will boot, could just be a bad power switch, you never know.
 
My friend had this problem with his computer and it end up being one of the circuts in the power unit. After replacing the new power supply it was all fine after that. :)
