Ok guys today i woke up turned on my pc. I went to do some thing and came back and noticed my cpu fan had stoped(i got a program to tell me it)! It was the fan that came with the cpu. I only use it for 2.5 months too!!!!!!!!!!
So i need a new fan. But now iam looking at water cooling. because some of the fans are about 50 bucks i looked into water cooling. then i saw this
http://www.newegg.com/app/ViewProductDesc.asp?description=35-106-022&depa=0
Is it a good water cooling and could i get a vga cooler for it too.
Or should i go back to the fans.

no, fans them selfs are at most $20. that thing is called a heatsink. it is not a fan. the whole thing , heatsink + fan, is called. . . well whatever you want to call it, but its not just a "fan"

ok guys forget i said it could cost 50 bucks!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!
Just answer my question pls :D

If your overclocking (which it seems like you aren't, since your using the stock hs/fan), i'd say just go to your local computer store, and pick up a similar fan that came with your hs/fan. Generally speaking, it'll run you no more than $20.

If you let me know what kind of CPU you have on their, and exactly whether you have the stock heatsink and fan or an aftermarket fan, then I would be able to point you to the fan you need, and ultimately the cost as well.
