CPU cooling problems

noob having problems

well i had a stock intel cpu cooling unit on my prescott 3.2 ghz intel processor until i recently bought the ZALMAN CNPS7000B-Cu and althought it did lower my standard temperature to 50c it still seems to be running awfully hot even when idle. Right now all i have running is a cpu temperature monitor and netspace and its running at about 53-54c. When i installed the zalman i applied enough arctic silver, and my case has 2 120mm fans one blowing in and out, and then a 90mm on the side also blowing in, so although my system temperature stays at about 35c, i cant seem to figure out why my cpu temp stays so high even when practically idle
