CPU Cooler on a Budget

Looking to pickup a good air CPU cooler for an upcoming platform upgrade. I am unsure if I will go with an AM4 system or whatever Intel will be bringing out this summer. But it seems like most of the mid to high end CPU coolers are including brackets for both AM4 and current Intel sockets. Sadly, my current cooler is not so I will need to buy a new one. Just looking to narrow down my options so if I see a decent sale/deal going on, I can grab a cooler in advance of the upgrade.

Currently I see two options but I am open to suggestions. The first is the Hyper 212. There are numerous models, Evo, +, and something else. Which is the best model and what should I be looking at for AM4 or Intels new CPUs?

The other option is the Thermalright True Spirit 140 Direct which I was pointed to in the recent [H] Ryzen 1600 review:

Any reason to even consider a Hyper 212 variant over this aside from price? A bit worried about the size, so I will measure my case. Will this be compatible with the upcoming Intel CPUs? I know they're including AM4 brackets if you get a newly sold box.
