cpu clips?

In your case you could probably buy some no name HSF for cheap just to get the clips.

Check your local computer store dumpsters, might find some there.
 
What kind of heatsink? p4 or amd? s939? 754? 686? socket A would be my guess, but I can't tell.

 
My guess is P4, as it's got hooks for the retention clips, Thermaltakes uses a similar mechanism on their Volcano coolers, although they don't have the circular portion in the middle, its just a straight clip.

I would go with BillR's suggestion and see if you can find a really really cheap heatsink with something similar, or maybe its time to move to a different one.
