CPU and Case Fan issue

I'm having a weird problem and can't seem to find anything helpful on the web.

I'm rocking some older gear in my bedroom to watch movies over my home network. For some reason my CPU and case fan speeds aren't being automatically adjusted anymore, and I can't figure out why. My case fans were actually pretty loud, and my CPU fan was always on blast. My temps were all fine, so I actually downloaded SpeedFan to turn the speeds down a bit and quiet things down.

Everything worked great for a month or more until I swapped cases. Now when I run SpeedFan my case fans always run at 30% and my CPU fan speed is at 20%, regardless of the load. I have to use SpeedFan to crank the speeds up now, which is fine, but when my computer goes to sleep my speeds go to 30% and 20% again.

It's annoying as hell.

I don't know if the front panel harness on this case is different and it's causing issues being plugged into the front panel header, or what. I have no idea. That's the only thing I can think of. I know it's not speedfan, it was working fine before.

Does anyone have any suggestions?
