Could you tell the difference?

I am going to be building a new system pretty soon here and plan on getting rid of my ole' bulky 19" CRT in exchange for a 19" LCD. Looking at alot of different ones with a native res. of 1280 x 1024 or higher and a response time of no greater than 8ms. Doing so i have come across two that are fairly close in price and specs other than ms rating. My question is Would you be able to tell the difference? Here are the two monitors

What do you guys think.
 
Personally, if the extra money, dosnt matter, or you dont have a need for the 30 dollar difference or w/e it is, go for the 4ms, only because its better on paper. Will you notice it? I doubt it, unless you had two side by side, which you wont have a chance for, unless you buy both.
