Could this be a power supply problem?

I made a thread in the Video Card forum a few days ago saying that my new 6600GT would freeze about 8 times a second for about 0.02 seconds each freeze. Each freeze is an equal time away from the previous one. System specs below.

P4 2.66 512 cache 533fsb
2x512MB RAM DDR400 Kingston ValueRAM in Dual Channel
Gigabyte 6600GT video card
2x 9 gig SCSI 10kRPM drives in RAID0
2x 160 gig SATA Western Digital
350 watt Enermax PSU (all rails manually tested to 12.1v and 5.0v

so yeah, is my PSU screwed up and causing this?

Have you done the basic troubleshooting steps? Minimum config, etc.?
