Could my psu be causing this?

Okay, I just got my mobo back from RMA'ing it to Epox and I'm still having stability issues. Mostly when I boot up. And I beginning to think it might be more PSU related than Mobo but I don't know. When I boot up my machine (lately) it's been loading partially giving me my CPU ID and maybe some IDE info before it freezes. It also appears to have killed one of my 512mb Crucial sticks. Usually I have a lot of PC Health stats at the bottom of the initial load screen but when I boot only the first two items appear. After a few reboots I can normally load windows. I tried disabling fans, optical drives, and anything I don't need but it doesn't change anything. Strangely, and this might be coincidence since I haven't retried it, but I was touching the case at the time it booted up. So maybe it's not being grounded? Geez, I dunno, any help would be appreciated.

Could be the PSU. Could be the CPU too, though.
