corsair tx650 fan question

New build for a friend the fan in this psu spins up when powered on. But then quits spinning after 20 seconds or so. Is this normal? Does it just spin up when its hot?
 
If it's one of the newer TX650s, then yeah, it's supposed to have fanless operation at certain loads/temps. The older ones do not have this though. (So in case it's one of those, something is up)

Edit: Sorry, Newegg page stated that TX's have fanless operation, but Corsairs page doesn't. So Corsair would be correct, it's supposed to spin all the time.
 
I read it only kicks in at 350watt usage or 50c I doubt it will hit either
