Corsair RM750 fan issues?

I recently purchased a Corsair RM750 in need of a silent power supply because my other ran like a lawn mower! However to my understanding the fan has even yet to power on and i've tried to run my PC on full from Battlefield 4 being opened a few web pages and even a smaller pixel based horror game running in the back round. The fan has yet to start up. The power supply has been hot before but never TOO hot. I can touch it and just have a larger warm sensation.

My build consist of:

-FX 8120
-Corsair H60
-8 GB G. Skill Sniper Ram
-9800gt Oc'd to 690mhz
-Corsair RM750
-970A-G43 (mobo)
-Orange Corsair 230T

Given your system specs your not pulling enough power to get the fan to spin up. It only comes on based on temperature and load. If you are pulling less than 300 watts @ 25 c it wont come on.
